I've used Registry Editor to find two items for Norton security under program files, but I'm hesitant to mess with anything there because I don't want to screw anything up. I've checked both of those addresses you've provided and nothing Norton related appears, yet the FSDUI_Custom still appears in the startup apps settings and under the startup tab in task manager. I am genuinely shocked at how difficult it can be to remove one application.
